upgrade router firmware
I would LOVE this issue to be fixed as I've become sick and tired of CoH2 to a point that I just outright hid it in my library (and removed it out of my faves long before).
I write this in good hopes and faith of some good solutions, and luck to you and the others seeking an end to these problems!

Been on multiple ISP's/IP's, the problem is still reocurring and consistent.

This was working before, it might be a Steam problem, they want to sell CoH 2.
Just me or OP? Kind of a contradiction since we're both describing, what seems to be, the exact same problem.
There have been more than a dozen of other threads and has the same issue described - and that is of the singleplayer modes freezing the menu and loading once selected when the game is played in Steam's OFFLINE mode.
It's no coincidence that this is an occuring problem and it is definitely NOT possible that it is an "isolated" problem to anyone seeing as the game worked fine a good 10 or so months ago. All the responses that posters have been getting were vague non-solutions and other users claiming the existence of the issue.
If you have anything constructive to share, then please do so, because otherwise you're not helping...
P.S. Wiped the PC due to issues and aging of the machine itself a few times as routine a few times, and guess what the result is! :)
