And no, no hardware limitation at all. Elite, released in 1984, had full XY axis movement. Doom is from 1993.
Later when Carmack released the source code, one of his first suggestions was for someone make a port and add look up and down.

The fact that it was scrapped means they didn't add it. Carmack himself confirmed that they didn't add freelook, so the entire game was designed without it in mind.
Regardless of Carmack releasing the source code and suggesting adding freelook later, the original game was created without this feature. Therefore, the entire design of the game was based on the absence of freelook. I was right.
Although ultimately I'm fairly sure that the devs were guided by more than their personal attitude when choosing to not work towards adding a free look, and compromises with their intent for this port would have to be made.
I mean look at Heretic, that came out just a year after and is essentially just fantasy Doom, and it had vertical aim.
Realistically the only reason why we don't have it in any official port is likely because it breaks progression in some maps utilizing shootable switches, as well as the Icon of Sin fight.
