Normally it's a case of scrolling with the wheel/using keys 1-9 to equip weapons.
If that's not the case then baddude is correct and you don't have it installed right.
I'll give you complete instructions for running brutal doom with gzdoom, just in case:
First, all the files from the gzdoom download must be extracted to the doom-> base folder.
After this, delete dosbox and rename the gzdoom executable to "dosbox"
Then, create a folder in the same "base" folder, and name it "Skins".
Finally, put the brutal doom file into the "Skins" folder you created. Rename its file extension to .wad. It should look like this in your skins folder:
brutalv20.wad
Now whenever you start doom through steam, it will start gzdoom with brutal doom. The main title screen should even have a banner for brutal doom. Select the "modern" option when you start a new game. You will immediately spawn with an assault rifle, as it replaces vanilla doom's pistol.
This method works with doom, doom ii, and final doom. Have fun.
