is doom builder x safe and why does it need netframework 3.5 and is it even safe?

Yes, you need .net framework. Just get it from microsoft's website.

also when i click on doom builder it brings up this windows "window" that says it can just download it there do i just do that?

check out davidxnewton on youtube. he has some great tutorials about getting started and does a community mega wad project each year aimed at new comers.
its a really cool event i suggest getting involved
