Wouldnt be surprised if Legacy of Rusk ties into The Dark Ages.
If you want to try to fit it into the DOOM>DOOM II>DOOM 64 progression, I think you technically could but 64 I always felt was written assuming the Doomguy got up to nothing in-between it and II. I naturally think of it in the same position as the Final DOOM WADs; basically alternative sequels to DOOM II that aren't very compatible with the narrative 64 presents.
That said, never played 2016 but things I've been told indicates it may have an out for this.
