I just do my own thing and if people like me, then great, and, if not, they can politely have a test of strength with a Shinkansen the hard way, or go meet Truck-Kun.
GAMECONF allows defining several aspects of a mod such as what mapping features to use, but apparently when included in a downloadable mod it somehow breaks saves.
The people on Doomworld doing the uploads seemed to be a bit split, because there should be a patch soon that not only will fix this but also mandate using GAMECONF, but there's no known timetable for it and it's breaking saves in the meantime, so some uploaders have chosen to leave the lump out for the time being while others have uploaded mods with it already in preparation for the patch even knowing saves are broken.

GZDoom isn't a "mod manager", it is an entire game engine.
Use ZDL or Doom Runner to manage your WADs and mods.
