Report a translation problem
To find the location, launch Doom+Doom2, get to menu, choose Mods, then Play, then click Open mods directory... -- it will switch you to folder view of your [C:\Users\<username>\Saved games\Nightdive Studios\DOOM] (assuming you're on windows, path differs on linux/steamos etc.)
The folder is what i called "offline mods" in first sentence above, it's where you can copy/extract wad files into, so they will then appear within Mods/Play menu in game. This way you skip mod browser.
You can find previously played wads from browser in "offline mods" subfolder "bnetwads" (they would have long illegible complicated filenames, so some trial an error might be awaiting), you can ctrl+C/ctrl+V them back into "local mods"
If you remember exactly what was the wad's name, find it in doomworld, moddb etc. and extract it. if your mod files are pk3 or pk7, they're in ZDOOM or GZDOOM format, run that engine instead
Some mods are packaged as multiple wads, often with custom music and deh files, these better be loaded not from game menu but from commandline (by making shortcut to executable OR by adding to launch options within steam library), for example: doom.exe -iwad doom2.wad -file hr.wad hrmus.wad
Note "-iwad" parameter, use it to specify base game. For "Plutonia2" you need this: doom.exe -iwad plutonia.wad -file pl2.wad pl2.deh
For Doom1 mods, such as "Wonderful Doom": doom.exe -iwad doom.wad -file WD13.wad
does the website also not let you through?
if it fails there too, type the mod name + doom into google and in top results you'll see links to doomworld or moddb. get the file, unzip it into your [C:\Users\<username>\Saved games\Nightdive Studios\DOOM] and it'll show up in game under Mods/Play - no need to login
if the mod has more than one WAD or has DEH file, load them using -file and -iwad commandline parameters

It's almost like this whole forced Bethesda/Steam integration thing is a nigh pointless and horrible idea.
... You've already been shown where to get the files outside Bethesda; Seamus just gave you the damn link (second Google result for me, btw). Now you just need to use a decent source port (Woof/Nugget, GZDoom, DSDA, etc.) with a launcher (ZDL, Doom Launcher, etc.) and you'll be all ready to go.
Why be totally submissive to and reliant on giant corporations who don't give a crap about you? It's pathetic.
So what you're saying is that I can't simply drag the mod into the game's folder in my Steamapps folder, and I have to download a 4th party source port AND a 5th party launcher to mod the game? You DO realize that's not a point in its favor, right? Saying that I need to change the source code AND install a launcher just to play 2 levels just makes modding look unappealing and more trouble than it's worth.
This whole thread has basically told me "Don't mod the game; it's more trouble than it's actually worth." Not helping is the fact that all but one of the people replying has been extremely rude and hostile to me for literally no reason.
Don't worry about it; if what others have told me are any indication, I need to: download a 4th party source port; change the source code (not possible since I don't know how to program); download a 5th party launcher; and only THEN can I mod the game. If I have to jump through that many hoops to mod the game, I'm just gonna stick to vanilla Doom.
