I'm having the same problem. If you strafe diagonally using two keys at once while swivelling the mouse to aim left or right, there's a noticeable twitch or "stutter" in the display image. No FPS tweaks seem to fix it.
Perfectly described, I think at this point seeing that there's no known solution, it'd probably be best if the bug is reported to bethesda support
It was like that since day one so I wouldn't hope for any fixes at this point. Use a source port instead (like Chocolate Doom or Crispy Doom or whatever). All of them work perfectly.

As ridiculous as it may sound Doom in dosbox plays better as well, so with a little bit of tweaking you can get a more stable performance in dosbox.

yes, I solve it by setting frame limiter to ZERO (no other value will do), and vsync off
165Hz monitor, so nvidia using gsync on, and Low Latency Mode to Ultra, gives around ~163 fps
Sadly that didn't fix the issue but thanks anyways
if you buy the rip and tear pack for doom eternal I heard that helps

Genuinely seems like the best solution possible currently

That's because they all runs at 35 fps and Crispy has some tricky workaround that isn't possible on vanilla code that used in this version, but trying to use unlocked framerate.

I’ve noticed this on the PC and Xbox versions. Yet it’s just fine on Playstation.

A year ago Switch and PS4 versions was perfectly fine. Was it updated with widescreen and everything in 2020? I guess this is where problems was introduced.
I think they both got widescreen updates but its been a while since I tried the switch version

I also experience this micro-stutter, and I think the games' logic is still running at 35FPS even though the graphics frame-rate can be unlocked.

I even got Doom95 working on Windows 10 and it feels smoother and the BFG addition also feels smoother if you have a FreeSync capable display.

The major reason I bought the Classic Collection was only because I do not have the master levels, but at the moment I am regretting it.

What you mentioned or a source port seems like the way to go, I believe there's a mod that combines all the master levels into one was but I forget the name of it

Update on this, DXVK (DX11 to Vulkan API wrapper) fixes the stutter.
