Report a translation problem
I don't know if you know this, but just to make sure - make sure Zandronum has its own folder and that you're not running it in an archive like a ZIP file. Zandronum and all the other ZDoom ports can't and will not save if you have the program running from a zip archive.
If neither of those are fruitful for you, you should be able to find a configuration INI file in your username. For instance, since my username on Windows is "James" it'll create the ini file as "james.ini". Zandronum reads this configuration file and everything from the resolution, to openGL settings, to controls is read and rewritten from this file. If worst comes to worse, you can edit this file in Notepad.exe and manually change it yourself. To be on the safe side, keep a backup of the ini file and rename it to something like james.ini.old so Zandronum couldn't possibly mess the file up. Also if you happen to mess the ini file up and you can't fix it, simply delete the ini file, run Zandronum, and it will create another ini file for you with the default settings.

But whats weird is sometimes when i start the game when changing settings or just leaving it not opengl that the graphics glitch. and restarting the game works.
I've had that happen a few times. It's nothing you're doing wrong and you're not alone on that issue, restarting it is definitely the only thing that I know of that fixes it. Since I don't change the settings much because once I have it fine-tuned to my liking, I tend to simply leave it alone.
I do recommend leaving it on OpenGL as often as you can if your system can handle it (I have an old laptop that can only run it on the software renderer). A lot of wads use assets that can only be [properly] displayed in the OpenGL renderer such as fog and particles.
Best advice I can give on those scenarios. :)
And valve will make half life 3.
