We can't know in advance what a player would like to see and how he would want to see it. That's the camera does not adjust itself automatically. If someone, for whatever reason, what to take a closer look to something, he can. Even if it's a wall.
You can deactivate the "ground point" camera by pressing "Atl" on your Keyboard is you don't want it to follow the terrain contours.
Is this still a thing? I can't find a way to disable following contours. It seems that even if I manually change the camera height the chagne times out and the camera resets to the ground height.
You can toggle on the editor camera in the settings. Click on the cog at the top right and you'll find the option there.
