Report a translation problem
To fix this, open your save file with Notepad or something like this.
Use 'Find' and search up: "government=", do this until you come across your country, which should look like, for example:

Then, search for "manpower=". Change this to "manpower=100" to reset the manpower back to 100 manpower. You have to, unfortunately, do this whenever the manpower gets too high and becomes a negative number.
This could be easily fixed if there were a 'add manpower' cheat like in most Paradox titles; but alas, this is not one of those titles. (To elaborate: In most Paradox titles, you could just do 'add manpower -10000' to reset it)
