It's hard to balance this because anything I do to make the grind easier also cheapens it in a way. There are a few things working in your favor under the hood, and its possible that they need to be tuned a little tighter. Thanks for the feedback!
EDIT: Disregard, I got it today, just took a bit longer than the others.
You could make it so when you reach a certain number of gold fish, the next one is 50/50 between just the ones you don't have yet and all of them. You can up that % if it hits one you have.

I think you did such a great job on this game, and I used to play it a ton because it was very relaxing. Now I have 24/25 for giants, all I need is the giant squid in golden and I have my final achievement. In the last couple of hours, I just spent 30,250,000,000 on giant packs, am now completely out of money, and still I'm 24/25 and have to wait for some money to trickle back in. This is a regular process in my 156 hours of playtime.
Maybe that's par for the course, but I really would love to know if my bad luck is actually NOT as bad as it seems, or something else is going on. I understand the mercy system can't really be primed to give only golds that you don't have, but do we have access to the percent chances? I somehow got two rainbow Atlantic Tarpons in a row (my first rainbow dupe, in fact), and I have 2/5 golden mythics, but still not this elusive golden squid. I know it's supposed to be a challenge, but exactly how challenging is it supposed to be? Thank god there's no achievements for rainbows, but aren't those even primed against duplicates for when I feel up to tackle that next challenge? Thanks in advance for any advice/answers you may have. :)

Another 30 billion, but I got my last gold! Thank you very much for the numbers, it really helped to put it in perspective for me. I might've been catastrophizing a bit but seeing it written out gave me the push to keep going. Just keep buying those 25 packs.
Have you considered offering some rather pricey upgrades that allow you auto sell when you roll a pack? Then another to keep purchasing until you run out of money? For example, I'd like to automatically buy a pack, sell them if they are all rare or below, and pull another pack immediately, sell them if they are rare or below, and repeat. I'm currently at end game where money is coming in faster than I can spend it, but I've still got to get all golds on every set. It's tedious to the point of not wanting to continue. Right now the way it works kill the excitement of rolling for getting new ones and makes it a very, very tedious task: it would feel better if a new fish popped in a glittery way on the screen. Of course do this for golden only otherwise the first packs for new players are gonna take a while to open :P
You have a cool, nice concept here but the execution could be better. Rolling and trashing packs would be a better experience if you just highlighted the new unlocks in a better way.
I agree that guaranteeing undiscovered fish would be too much. Though the 1/512 chance to get a golden (which will most likely be common anyway) is a bit too low I think. And even if the dev doesn't change the odds, we could definitely appreciate if the process of opening packs and selling unwanted fish can be made less of a hassle. Swiping the mouse left and right just to "accept" 100 fish is bad UI in my opinion - something that a "Claim all" button easily fixes.
- pricey gold packs or timed buff (emizucchini's idea)
- some overly expensive "breeding machine" that lets you consume two of the same fish (same color) for a slight chance to output a baby fish of a higher color
- a "cloning machine" to place in a tank. you can choose which fish to put in and start cloning. would output a duplicate fish every few hrs/days w/ a chance to get a higher color
- more tanks and space
