Its up to you. This is what makes RadCodex games interesting. There's no requirement or limitation on how you combine classes and equipment, its up to your creativity.
If you want to create a tanky magic Dragoon character, I recommend you use Stone Savant passive.
Then, give him sword(Trigger Rod if you want more dmg) and a crossbow+quick reload passive(or even better, Clobbow. That way you don't have to sacrifice a passive slot with the reload mechanics)
