You can report him on the steam rep website as well (not part of steam but usefull for other traders).

Maybe make a screenshot of your chat for prove.

i forgot to record or screnshot the whole conversation,he was logging from the phone aswell,probably is a workaround on steam chat system that clear chat history,i dunno.but one thing is for sure,he's a friggin` scammer and he doesn't need such privilege to be on Steam anymore : \

He scammed you. No one can report him for scamming if he didn't scam them. It will be false reporting and will get people in trouble. Only you can report him.
