It is not, unfortunately I can't remember super well, the only one I 'checked' was #4

Yeah, I edited my post because I didn't realise you meant the actual #3 one, not a third one to find, my bad. I may go through the game again and try to find them, the only one I remember picking up was (and i think im misremembering here) in the newsbeak place and that might not be #3
