Omd2 came out quite soon after the first and I'd rather have new content/games than fixes for many of the non game-breaking bugs.
OMDU content was great imo, but the business model didn't work out and the game was fully online. So probably not trivial to make it offline.
The leaderboards topic is a close one to me, I used to really hunt scores but to be fair, robot did delete many times a lot of cheaters manually and also I know that very few people actually care or play for score, so is hard to argue to put more effort. New game won't have leaderboards at launch (I wouldn't know how to make them very meaningful with all the rng and how this one plays out anyway)
You still can't play full endless in OMD2 without disconnects, while 3 received only mandatory DLC and Updates.
If they only continued to support the game, the studio could have been significantly more profitable with DLC content instead of a new half-baked game every couple of years.
But wha chu gonna do... Nobody else makes this type of a game, and I'm guessing there is a profit reason for that and their reasoning not to dedicate themselves towards their own creations.
I don't remember seeing anyone doing anything on non PvP leaderboards in any game ever, i even remember the black ops 2 zombies leaderboards filled with cheaters, i don't think that they "support" cheating.
As I wrote to you earlier, I will duplicate it. It is possible to create a good anti-cheat. The developers of this game were able to. The screenshot in this game was made in solo mode. Red words = Hacked.

Also, detailed leaderboards can also help.

Better to create any kind of leaderboards than nothing. Example, I have played over 870+ hours in both Serious Sam games (have leaderboards) and only 15 hours in Sam 4 (no leaderboards).
Availability of true leaderboards is always good end game choice. Serious Sam is similar in popularity to Orcs series by the way. Croteam is not big AAA company also. But they did it. They used "modificated VAC anti cheat" - its their words.
