What is a "legacy", how do I use it.
I may be stupid, there's a good chance, but I also feel like the game explains NOOOTHING. I just got the quest "Pass the Torch", I have to finish the whole game once I guess to complete that, and halfway I got a Legacy tactic named "Thunderstorm". Description begins with, "Using your legacy..."

Well, how do I use it. What's a legacy. What do I do.

Legacy are abilities you can use with your left and right triggers.

When you finish a run or die with a Prototype, you can use them as "Legacy" for your next run, and they'll give an active and a passive (if your rating was high enough) to your next character, and up to 2 Tactics you used for that run at random (depending on your rating).

Exemple: You do a run with Jin and die around Stage 3. When you die, the game will roll two times 3 random Tactics you used for this run, and ask you to choose one each time.

Your next run, you want to do it with Es.
After selecting Es, you'll have a new screen just before starting your run, asking you to choose your "Evotype".
You can select up to 2 Evotypes.
If you select the "Jin" you used during your first run, your Es will inherit his passive (slow motion when you dodge) and an active (freeze ennemies on the map), this active is a Legacy. You also get the 2 tactics you selected earlier.

IO, the tutorial and your guide explain this to you, both with text and with voice.

The Evotype Selection for choosing your Legacy is also unskippable before each run, so I think the game is doing a very good job at showing you what it is.
Ah that makes sense, I saw the legacy system but I thought these two were different things, the Legacy "tactic" I mean compared to the Legacy evosystem concept. Thank you very much!!!
The Legacy "Tactic" are bonuses that will apply each time you use your Legacy.

So, let's say you find that "Thunderstom" Tactic. It says "Conjure a cloud that shoots Lightning Chains"

Now, every time you'll use your Jin Legacy (to keep up with my previous exemple), you'll freeze ennemies, and spawn a Cloud on top of your position that will shoot things.

I think the naming in this game is unfortunately obtrusive, and i say that as a Warframe player.
They're basically assists on cooldowns that also give you stuff you selected from previous runs.

Its a fun system since can start later runs with entirely predictable benefits and it cuts out a lot of rng frustration.

This is the issue I'm having, I too play Warframe and I'm well versed in obtrusive naming conflicting with gameplay elements, but this game is on another level. They go out of their way to name common game mechanics you see in dozens of other games something completely unrelated. Maybe it's because of the source material, but I wouldn't know as I'm not interested in it. I've been utterly confused the entire time I've played so far, simply because they insisted on renaming simple concepts with confusing names I have to keep memorized, which IS NOT going well so far.

I now understand what the legacy system is, but still have no understanding of how it actually works or how I can tell what it's going to give me/has given me from the previous runs, especially since I haven't gotten far on ANY runs yet. Barely get any upgrades at all. Still no clue what a Potential is either, despite the game rambling about their importance near constantly. Still not sure what the upgrades do either. I pick an element and then the game gives me no info on what the upgrade I just selected does in any capacity at all. No idea what the Summon button does either.

If somebody could give me a basic rundown of how the game works, I would much appreciate it. I did the tutorial and all it explained was SOME of the controls. I'm also playing on keyboard so if we could avoid using controller bindings and simply use the control name, that would also be very helpful.

I'll try to describe the loop of the game.

It is your first run with Hibiki, assuming you're using a controller:

- Your A,B,X,Y button are used to Attack, Dash, Jump and use a Skill. Like a fighting game, depending in your input, you do different things (Down+Attack do something different than just Attack)

- You kill things, and clear a room. Get a reward.

- The reward that will change your gameplay are Tactics, and Potential.

- Tactics gives you themed bonuses you can combo with each other to become more powerful. Ice Tactics will make your attacks slow ennemies, Fire will burn them, Blade will bleed them... You get the idea.

- Potential are a core component of the game. It's the rarest reward, and will gives you new moveset, unlock different attack pattern, skills, ultimate, etc... Some combo unlock "secret" effect that makes you even stronger. (How do you find those secrets? Experiment.)

- You have some fun, use Fire Tactics, and oh damn ! You die :/

- When you die, the "Hibiki" you used become a "Legacy". You can choose up to 2 tactics you used with him, and "save" his data. Let's choose 2 Fire Tactics.

- Second Run, you decide to use Ragna.

- Now, game will ask you if you want to "use" a Legacy, since you have one. You can use up to 2 Legacy at the same time.

- A Legacy will give you:
1. a Unique passive (depending on the character used for the Legacy.) For exemple, use Jin as a Legacy slow time every time you dodge an attack.
2. a unique Legacy skill (used by pressing the bottom Left or Right Trigger) that has a unique effect. For exemple, Kokonoe Legacy skill fire missiles from the air, useful for anti air. Those skill have a Cooldown and can't be spammed. (A couple of seconds)
3. the 2 Tactics you choose at the end of your run. With the Hibiki you used, it should be 2 Fire Tactics. It's a early boost for your current run, giving you 2 free Tactics basically.

All in all, a Legacy let you have a unique legacy skill, passive, and 2 Tactics for even more customization of your new runs.
Since you can choose up to 2 Legacy, it's 2 Passives, 2 Legacy Skills, and 4 Tactics for free.

Later in the game, the Legacy character you saved can be used for a sort of Boss Rush Mode, where you can use them only 1 time, motivating you to use a lot of different Legacy Characters to clear it.
