Seeds do have to be purchased, but some plants are continuous crops that don't get fully harvested on first harvest. If you're planting to make money I would focus on these crops.
Fish spots change location, you may see them in a spot you've seen them before, but can't speak on the frequency of how often you would. Though it's not hard to find a fishing spot.
Yeah, it's really frustrating, especially on wheat, since the store only sells like 12 of it at max.
That can be frustrating in the first season, good tip is to buy a stock of seeds for the next season before it comes up. Just don't plant to many as it will lead to watering and harvesting taking up a good chunk of your time. Good cash crop in summer is grapes, so you can make wine, and I'd put some corn up as well if you're interested in keeping animals as you can turn it into animal feed via a windmill.
