So I'm seeing online it is supposed to be sold by the blacksmith, but it isn't in their inventory.

Has this been updated to a different location?

It's not sold anywhere, it's part of a quest and you have to find it.

Literally everything online says it is sold at the blacksmith, and that if you miss it the first time you visit it is gone and the quest is broken.

Where do you find it, if you are suppose to find it?

Amigurumi is correct, it's found as part of a quest. One of the npcs in Brightoak will task you with finding his clothes. They're scattered around the area but they're all relatively close to the town. You can take this quest right away.

Unfortunately I don't remember where the hat was specifically.
