That exception code has something to do with movie/video playback.
In particular the windows Movie & Tv app. If not already try downloading a third party movie player to see if that solves the issue while the dev figures this out.
It could just be out of date drivers which need updating, as with most new game "bugs" these days.

Not sure if steam will allow it...time will tell
Can confirm this solution worked for me. Was just getting a black screen when launching the game, installed VP9 and it's now working perfectly. Many thanks Popoli!
