Does Steam need to be running for DisplayFusion to run?
The short answer is no, but it does need to run for the first 10 minutes after installation.

When DisplayFusion is launched through Steam after the first installation, DisplayFusionLauncher.exe will run for approximately 10 minutes, in order to accumulate enough "play time" to be able to write a review. If for some reason you need to exit Steam right after installing DisplayFusion, you can just exit DisplayFusion and then exit Steam. Alternatively, at any time, you can end the DispalyFusionLauncher.exe process using the Windows Task Manager if you need to. This will allow you to leave Steam running and launch a game.

After the first launch, DisplayFusion will just start normally with Windows and the DisplayFusionLauncher.exe process will not run.

so if i bought it, I would or would not require steam to log in first, or be logged in throughout use of the program? I would be able to log out one steam account and log into another without any interference?

Yep, no problems there. Once it's installed, it will just start with Windows, regardless of whether or not Steam is running. You can also launch it manually via the Start menu as well.

Whats the connection between launching without steam and beeing able to write a review?

Steam doesn't allow you to write a review of a product if it doesn't have enough "play time" accumulated. That's why we have the Steam launcher that runs for ~10 mins. The reason we don't just have DisplayFusion always show as running in Steam is because then you can't exit Steam without exiting DisplayFusion, and your profile will always say "bPatrikHUN is playing DisplayFusion."

What's the relevance of being able to write a review?

Edit: I realized it the second I clicked back to the General Discussions section of the forum.

Because this ten minute time where Steam registers that the program is running is the ONLY time that Steam will recognize that this program is being run. If there wasn't this ten minute arbitrary overhead, than users would NEVER be able to write a review.

I just reformatted my machine 2 days ago and reinstalled Display Fusion. I went into the settings and told it to start with Windows and since then it will ONLY run after and if steam is running, no matter how long steam, display fusion, or my computer are on.

Apologies, just saw that you had answered.

After a fresh restart, my 4 individual desktop wallpapers are all there, but Display fusion did not automatically start and I am missing task bars on 3 of my monitors (main display has it's bar)

Looking in the task manager, I do see Display Fusion service under "Background Processes" but no "DisplayFusionLauncher.exe" anywhere.

Strange! If you manually launch it from the Start menu or within Steam, does it start up?

It does indeed. Once i have opened steam and launched it or launched it from Windows, it functions as normal.

Ok, strange that it's not starting with Windows! In the Windows Task Manager, if you click the Startup tab, is DisplayFusion listed there and enabled?
