If I want to collaborate with a friend on a game, but get access to the paid features of Construct (e.g. Families), can the two of us share a single license? If not, will a .capx file using features of the full version be readable and editable using the free version?

I'm afraid you can't share licenses. There's more information here:

If you open a .capx exceeding the free edition limits in the free edition, you can view the project, but not edit or save it.

I took a look at the Space Blaster project at the link. The article and your statement are a bit misleading on one point. Space Blaster uses Families and custom subdirectories, both of which are not options in the free version, yet I'm able to edit and save the .capx in the free version (though not to add new families/subdirectories).

Does this limit apply to only some of the paid version's features, and if so, which ones? Are there any plans to change this?

Space Blaster doesn't actually exceed the free edition limits - a bar appears at the top if it does. The limits are 100 events, 4 layers, etc. While you can't add families or subfolders in the free edition, you can open an existing project with them without it counting them as exceeding the limits.
