I have been unable to find it either, despite having almost all the other collectibles.

Port, Trenches, Frontline and Abandoned Tunnels. Those are the locations of the photos but I do not remember where exactly I picked them up.

If the 4th one is the last one from these levels, it might be the one in Abandoned Tunnels. It's a photo of the Priest and Journalist (protags from the 1st game). It's located in one of the seats in the train at the end of the level.

Yep, it's there, replayed the level to get it. It's inside the hotel.
