Building structures / adjusting heights

When pressing Q or E to raise and lower structures, at the moment they auto lock together, but if I want to build (stairs) steps) 🪜

I can't seem to be able to manually place structures together/next to each other at different heights, as they just snap lock together, even after that happens Pressing Q or E has no effect during this snap lock auto alignment/leveling effect.
