As for the desert I believe there is 3 biomes (Desert Plains, Red Desert, and Searing Expanse) They have different requirements for fire/heat resistance. (I'm not certain the min % you need for each of these zone.) For example I'm currently at 36% Heat Resistance which allows me to explore the Desert Plain, and Red Desert Biome with no promblem however the Searing Expanse is still to hot for me.

Now as for a general start you want to obtain the Linen Set, the NPC in the dessert plains area at the Emerald Shop has the actual items as well as the blueprints for this gear. (As well as the Topaz Decoration Ornament + the Recipe for the Cactus Smoothie) These as well as the linen set should get you through the first Biome. (Cactus + Water makes the Cactus Smoothie)

Upgrading the gear, (with the Upgrade Anvil or Magic Anvil) and using ornaments will eventually allow you to improve your heat resistance enabling you to go to the second biome. Note mobs in the Golden Wing Base will drop gear, blueprints. You can also find blueprints sitting on top of alters/chests/crates etc. for better gear that provide heat resistance.

As for the Shining Scale: I believe you can get one from snake mountain, which drops from a snake. Hint: look in your collections tab > Monsters/ Animals will show you a list of monster/animals you have already defeated once as well as the drops they have.

cool thanks for the tips I finally got the linen set. and rngjesus hates me not a single shining scale yet lol. would love to find the desert armor set blueprints

This is an older post, but for anyone still looking for the desert blueprints, you have to finish an easy quest for thor (short weird looking NPC), turn in one bronze bar and he gives you all the prints.
