ROV does not have a city map where you build industries, houses, etc. unlike the others (P IV and PR3), but that is not really not that important anyway.
However, at the start of the game you are more restricted in what goods you make, carry, or trade. As your rank rises you will get several goods added that you can trade in, at several stages.
Dealing (taking missions from them) with the 10 houses on the council that rules Venice is very important, eventually your House represented by your father will be promoted to join that council.
The economic side of all 3 games is very similar, there are 20 goods to make and trade in, with only 5 goods avaible to be produced at any one city, and some of these goods are part of production chains.
I think that AI controlled Houses you are competing aginst are little more active than the previous games.

I do play RailWay Empire from time to time (now is one of them). But it is a somewhat different type of game.
