EDIT: Googling ECWolf will actually bring up a link on how to mod it using the sourceport if you wanna try ECWolf. ECWolf makes most of the things you've mentioned "e-c"!

Probably the most robust "suite" of tools available is WDC, a Windows-based editor that lets you edit most elements of the files, as well as export maps to ECWolf/LZWolf if that is your jam.
For your goal (replacing images) it will depend on your needs, as both Slade+ECWolf/LZWolf and WDC+original Wolf3D will work fine for changing those things.
If all your images are 64x64 in size, you won't need to worry about which you use. If you have images of 128x128, you'll need to either use ECWolf/LZWolf or make some minor changes to the DOS or Wolf4SDL (the Windows port) engine.
Images of other or varying sizes will either need a lot deeper changes to the engine, or ECWolf/LZWolf.
