If you're looking to put it in the game, you just need a Wolf3D Editor capable.
There's a few options on that front; WDC at https://adambiser.itch.io/wdc, ChaosEdit at http://wolf3d.net/utilities/chaosedit/ or VSWolf Tools 2 at http://vincentius.dk/delphi.htm
If you're looking to add the wall texture to an ECWolf or LZWolf mod, you'll want to use SLADE 3 from https://slade.mancubus.net/. Tutorials are available on the ECWolf website for how to handle an ECWolf mod.
If you're looking to create sprites, you just need to make the art in any particular program. Any spriting tutorials should help you. All you have to do is remember to stick to the Wolf3D palette unless you add a different palette to your mod.
