Omega Research Center

Any idea how to build an Omega Research Center? I just unlocked it in the tech tree for the first time, and I can't find it on any of my planetary build lists. I saw a post dated Aug 2014 on the galciv3.com forum that says it's a super project that upgrades from a Coordination Center to an Innovation Complex to the Omega Research Center, but I don't know if that's still accurate and how I make it happen if it is.

I'm playing as the Drengin, so even if it shows up in my tech tree, I'm not sure if I'm allowed to build it.

Actually, it upgrades from an Innovation Complex
There can only be one in the entire galaxy. So if another player built it ... tough luck

It would be nice if there was a notification when another planet builds one, like in Gal civ 2.
