How to open the console

How do I open the console I tried the ~ key and it doesn't work, I know the key isn't broken because I binded it to another and it still didn't work. Any ideas?

WOW I put console in Search and found 88 posts on it I bet one well tell you how to add cheat to the GalCiv3.exe so the console will work .

Okay when I search I find nothing that helps other than people babbling on about how great the console is, so if you know can you just please tell me?

copy the the GalCiv3 icon from the main folder or send it to desktop!! make a shortcut. then right click on it got to properties the t ab that says short cut click o it and add cheat to the end of the string in Target: "C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III\GalCiv3.exe" cheat
