Report a translation problem
Most modders will include a read-me file with instructions along with the mod files, or will have instructions on the website.
But offhand, it will probably involve placing the files in the game's mod folder.
In steam, right click the game's name in your library, go to properties. Click the local files tab, and then click on browse local files. This should take you to steam's installation of the game's files. The mods folder should be located there. Once the files are unzipped and placed in the mod folder, there should be an ingame option to run the mod on the title screen.
If you want more specific instruction, then post what mods you have downloaded and I'm sure someone can help you.
