If you've been able to download and install other games, then the only thing I'd suggest is make sure you have MORE than the required disk space for Gal Civ 3 and ALL the DLC that you're including, that you aren't downloading or installing ANYTHING else at the same time and that Steam has full access to your computer.
If there's still a problem, then I'd blame it on Coronavirus. :D
I didn't notice earlier that if I hovered over the error in steam it said what file it got stuck on and it was the digital manual in the folder. Tried like hell to delete or move or reget that file but that did nothing either.
Finally noticed that when I would force it to resume it would get a little bit farther each time. So I sat here for like 20 mins clicking resume until it finally just started moving on its own again. Essentially I brute forced it past the file lol. Hopefully this doesn't have terrible results when all is said and done.

I added an exception to my antivirus for the download directory:
\Steam\steamapps\downloading\226860
Then I restarted the computer (because the files were already locked) and resumed. Seems to be okay now.
Perhaps the Pdf had something that, when only partially completed, looked iffy.
I had the same problem with the same file, also using Avast.
Using Corin93's trick did it for me.
I would only add, don't do the same mistake as i did:
If you're installing the game on a different disk than the one steam is installed on, don't add the exception for the downloading folder where steam is installed on, but add the exeption for the downloading folder in the disk where you're installing GalCiv3.
