They are worth for class 16 planet. You just need to invade them. They have no legion to defend so it will always be auto-win.
Yes, I figured as much. What I meant was that I'd like to be able to trade with them, do treaties, use them as causus belli to launch wars against majors, and the like. I seem to remember pre-Crusade you could do that.
I also had a problem with a massive game freezing bug when minor ships that are orphaned become pirates.
I do not use the minors anymore. Never really liked them. I use their pictures for new races instead.
Unless Dev find a way to change or make them interested, minor race will remain like this. Although you could enable them back via XML edit.
These are all valid points: minors don't add much the way they are now. I just wish the devs would figure out a way to bring them up to the level of the city states in Civ V: manipulating the minor factions was always one of my favorite features in the Firaxis series!
They need their own gimmick to set them apart beside from being cripple version of major race.
But since they changed how tech trees work, nyeh....
This is not a solution I like (gaming the game if that makes sense) but I guess that's how the devs want us to play.
At the same time... in my limited experience with them, this rather describes the Torians (partially... should build better fleets).
