Yes it works with Steam offline but the save system seems to be some sort of hybrid thing that has some multiplayer/persistent world systems or settings in it. I am inferring that multiplayer is the intended norm and single player has been added on but not really tweaked properly for single player yet.
Death is autosaved over the top of your loaded save file so keep at least 2 (I have 3).
All loot is dropped on death and I don't know if it is recoverable in the world or not. Bit harsh for single player.
Running around is a bit of a chore without any fast travel.
It's a work in progress so no judgement from me just yet. Simply pointing out facts for now. Make your own choices on whether you wish to play or not. I like a lot of it.
So yeah single player is offline but it's quite clear it leans heavily towards 'wanting you to be' online/multiplayer.
