Report a translation problem
The trick is in the wording. You don't just need to find and clear the tombs, you need to find the kings as well. They're hanging around the map somewhere as neutral ancestral spirit units. Once you've found all three and cleared all three tombs, the quest should complete. Be warned, though...if your economy is as precarious as mine was when I got to that point, the reward might just get you into a bit of trouble :P.
One is near where you start (bit to the northeast of your starting location). One's to the south near where you meet that neutral dreadnought. The third is somewhat south-east of your mainland.
Completing the quest earned two spells and five units. The spells were Frost Missile (cost=10, dam=12 frost + 8 physical) and Summon Frost Elemental (cost=150, tier 3 unit -- from Master of Water collection). The army has a Frost Dragon, two Watchers, a Node Serpent, and a Phantasm Warrior.
