Question about the DLC and Multiplayer

Does buying the DLC exclude me from playing with someone that does not own the DLC?

No, you can still play with people who do not have the DLC.
They won't be able to use halflings as a race (in the character creation) but otherwise they can access the full game with all expansion features (and also capture a halfling town and build halfling units)

I think another factor is who has the expansion, if the host has it all items, races and other stuff can appear in the game (but the client cant take halflings if he dont got the expansion), if the host is the one who dont has the expansion u cant encounter the new races and items when i understand the devs commend to this situation right. only exeption is that u can still use Halflings as a client player.

as a client player, you can't use halflings if the host doesn't have them. However, it's not that hard to switch host...
