That makes it hard to get it to you in a PDF format.
Those will show all spells, units, etc with some filter options like class, race ,etc.
If you are getting incomplete information, try opening it in a match, instead of in the menus.
Well, no kidding. But, what does that mean exactly, and how is the city/units/game affected by it?
Fourth post down says that there won't be an online version or anything outside of the game.

The wiki has very good and detailed information, and is the place to go if you want in-depth info on mechanics. (More than exists in the game too) But the database is easier and more fun to read through because it shows you the information the same way the game does, complete with tooltips and images.
Not sure how well it works on ipad, though.
