Archon Happiness

I have a pure good Theocracy and Archons asked to join. The garrisons keep deserting and I can’t figure out how to keep this faction happy.

Any suggestions?

Shouldn't the morale penalty happen only on your archon units, meaning that building a garrison from another happy city will be fine? Unless if you do have a spell to override alignment (greyguard has one too but then you wouldn't be good aligned), you really should release them as vassals. There is no malus on vassal/overlord relationship for different alignement, only one for them being evil, but then the vassal will pay for his own garrison, and these archon T4 will require a serious force to beat them, and you will not suffer from city income penalty for difference in alignement. Non dwellings towns are a different story because neutrals barely build anything in it, so annexing it will allow to greatly increase your income, while dwelling mostly give access to units, but you have no use for these. Tribute and quests are icing.
