I have the same problem. The game is blocked on the loading menu while "getting documents from server". Restart of Steam and/or the computer did not help. Played AoW last weekend without any problems. Considering deleting & reinstalling the game, but before I do so:
@Triumph: Is this a bug? Could you please confirm/share any input you may have?

I digged a little deeper: When forcefully "killing" the message about the documents, it becomes clear the loading screen did not yet check any mods from the STEAM workshop. The according list in the tab is empty. If I now use the "actualise" button to check the mods myself and then try to start the game, an empty screen similar to the one from the Legal message last week appears. The game crashes and directed me to a launcher-file. This file contains the following error:

=> The "FetchingLegalDocuments seems to crash. Please note: I did that stuff last week. Not sure why it would pop up again. Maybe this is the source of the problem.

Further down more error statements can be found in the file, mainly concerning mods (see below). Please note that I tried to deactivate all mods to see if this solves the problem - unfortanely it did not.

@Lord Haart: What exactly do you mean with "firewall sets"? Could you please elaborate? If you meant something "This is probably a firewall setting which causes the problem", then I'd say: No, I don't think so looking at the log extracts above. The game can start to retrieve data from the server, but has problems with fetching this LegalDocument.

"Couldn't make directory in game settings user path. Error code: -2147467259" does suggest that there's another problem, maybe read/write problems. I however don't know how read/write settings should have been mixed up in my game directory. Didn't do anyhting there...

Update: A deinstallation of AoW3 & reinstallation had no effect. The problem still occurs.

Hi, I have the same problem. The game does not start from the launcher, writes the receipt of the document from the server ....:steamsad:

Was same problem... Start Steam from "Admin rights", it help me, can play now.

@Maldito: Thanks, it works - but only to some extent. I get to the main screen of the game, but when trying to start a new game, it crashes every time... and all DLC's are somehow not recognised (although I bought them years ago and they worked fine so far, even being shown by STEAM as installed).
Interestingly enough: When executing the AoW3Lauchner.EXE, a message showing up which MODs I have to deactivate (which I did). However, this (or even removing all mods, which is about ~9-10 for me) does not change anythin g about the fact that it crashes when trying a new map.

There must be something still wrong here - either a mod we all share - or an actual bug somewhere within the latest update (concerning the legal documents I assume). I hope we can still solve this mistery without workarounds... ;)

As standard practice, remove all your mods and try the update.

The game had to be uipdated due to the GDPR regulations form the EU, so you should be sent to a svcreen asking you for your date of birth etc, and then the game will register that, and you cna play as before.

Just remove your mods folder, try updating, then put the folder back in.

Sorry to hear you had trouble with the game.
We updated the game on October 5th, which we presume is the cause of the issue. We're looking into it now.

The issue - as far as we understand it now - is twofold.
  1. You can't connect to the server and the request doesn't time-out, causing you to be stuck on the 'Getting Documents from Server' message.
  2. The game can't create the folder to store those documents in.

Issue number 1) has - so far - been reported mainly by users from Russia. Root cause for those users might be the partial blockage of the Amazon servers. You might also experience this issue if your connection drops at a specific point while launching the game.
This is the one we are looking into now.

Issue number 2) is likely Windows 10 specific. A windows update - from a while back - restricted write access to the 'Documents' folder for some users but not for others. If the game - or Steam - hasn't been given access rights yet, the patch will expose this issue. To set admin rights:
  • Open the Start menu.
  • Find the program you want to always run in administrator mode
  • Right-click the application.
  • Select 'Open file location' in the pop-up.
  • Right-click the application’s shortcut in the file browser window that has just opened.
  • Select 'Properties' in the pop-up.
  • In the Properties dialog box, click the Compatibility tab.
  • Select the 'Run This Program As An Administrator' check box, and then click OK.

@sikbok: Thank you very much for your update. I tested the fix for issue number 2): It worked! After granting the "Run This Program As An Administrator", I can run the game again as usual. The game still quickly checks the documents when starting up in the loading menu, but it finishes this after merely a second or two. No further problems detected, even with mods active.

I unfortunately can't give you any feedback about issue number 1 as I am not from Russia.

Once again thank you very much for the very quick help! That's what I call a good customer service!

Now I am looking forward to an evening of epic fights and conquest... :)

I m russian, but blocking Amazon server start very long time ago... And issue apears only now. Maybe I not right, and this useless blockage continues, but trouble exists not only in Russia as we can see :)
