In my current game, my Dwarf Warlord has a combat spell, 'Phoenix Warrior' which bestows resurgence upon a friendly unit.
It's really useful if a unit gets picked on by the AI and you're unlikely to save them. So, instead, you cast the spell on them and use them as sacrificial bait to soak up action points etc. Pretty handy. ;)
There's also a Theocrat combat spell 'Rebirth' which bestows resurgence too.
Don't know if there are any others?
You can choose resurgence on or off for your heroes at the start of the game, if you didn't already know.
It bestows resurgence upon all of the units in the hero's stack.
Very nice.
Everyone has a very powerful late-game ability like that. Sorcerers get to unleash thunderstorms, warlords make their entire stack immune to mind effects and spirit damage, rogues become immune to flanking, druids can call lightning, necromancers can come back from the dead themselves, and dreadnoughts... uh... get to chop down trees.
Okay, everybody except dreadnoughts have an ability like that.
Back on topic: other sources of Resurgence include specific magic items (Phoenix Cloak), and some units have it inherently. (Phoenix, surprise surprise. Also, Exalted. Again, Theocrat. There are others.) But you can't do much about those.
If you have Empire Quests enabled, the first tier 4 unit build/summoned in the game will get Resurgence, as well as a stat boost. Only applies to one unit, but it's still pretty neat.
One of the best sources of Resurgence, if you have the expansion, is the Forbidden Sanctum. If you have one of those in your city's domain and build an Altar of Bound Souls, ALL support units you build in that city will have resurgence. Human priests, Goblin Blight Doctors, Archdruid Shamans, Frostling Icequeens... all will get resurgence. Oh, and a resistance boost.
For races with good support units, the Forbidden Sanctum is the best thing to find.
