Playing as Naga
I know, in theory, you can basically achieve this effect if you find a Naga city early enough, and take it over/get them to be incorporated into your empire and then grow from there, but I do think it's sort of a shame that what seems to be a very extensively developed faction, I mean, I guess you could say it's a "minor faction," but it seems to be a minor faction with a near full compliment of units and such (just seems to treat the water as land and vice versa with how some of their units don't function on land, similar [albeit not identical to] the way a lot of land units seem to just get DESTROYED in water combat if you're not careful), and it seems like it'd be a unique gameplay experience to be able to just declare them as your main faction.

Obviously, I don't expect a patch or DLC or whatever to show up to do such a thing... Though I do have to wonder, since I can't possibly be the first person to think of such a thing, is there a mod out there that does it? I did a quick look around but didn't find anything, but that doesn't mean it doesn't exist.

There is the Old Man and the Sea mod that greatly expands water features on the map. This makes the Naga more viable, but not a "main" race.

You could mod this yourself.

Noone's done it yet because it's a tonne of work.

Basically, get Arnouit's dark elf template mod, then link Naga units and models and descriptions etc together, and go digging to find the right city template etc.

There are *many* things involved in creating a working race, which is why there is, to my knowledge, one functioning new race mod, made by Shaithias I believe?

Honestly, I'm not tooooo surprised, especially since, apparently, since they're a "minor" faction a number of normally larger pieces are missing from their default city upgrade tree, it just seemed like such an obvious thing, in my head, that it seemed like something someone might have already done. Though I suppose if I ever do decide to try my hand at figuring out modding tools and stuff, there are certainly worse places to start...

There are several minor factions and they are generally more "exotic" or than the major ones. While Naga have a tier 1 cheap unit, a pikeman, an infantry, a tier 3 support, another 3 tier and a tier 4 unit, how similar a minor faction is to a playable faction varies a lot (dragons and giants are probably the furthest away, with three tier 4 units each and the few units lower than that not really corresponding to any of the roles of the major factions' units)

The main problem as far as I'm aware with modding them to become a major race isn't filling in the gaps but rather making naga leaders, heroes and all kinds of class units. (naga succubi, naga manticore riders, naga musketeers, naga exalted, etc)

all doable, although I believe leaders and heros are hardcoded to be humanoids riding an animal, so probably a bit immersion breaking when making any dwelling into a race.
