Long answer:
I'm currently playtesting LP3 at my mate's (still unsure, if I should buy it, because of the reviews) and noticed that feature as well, while I was browsing the Log Book.
If you Press T, then you actually are able to listen to the 3 Sample Songs delivered with Windows 7 (Don't know if the same applies to other Windows Versions).
You cannot, somehow, create your own music library tho.
I tried to put in other songs into the "Sample Music" Folder, no other songs showed up. But meh...replaced the songs with 2 others and it worked.

I dug a bit deeper into the game file structure and I think I found an INI file, which can store additional songs and maybe also libraries. It is 0 KB in size tho, therefor empty. No example entries for further investigation. I think, any further data is stored in the game archives.
I don't know, if Spark intended to actually implement and release such a feature, but it exists. Maybe it can be used properly at a later point (DLC? Patch?) or is unfinished, due to licensing and legal issues?
Why I think it is unfinished:
3 Songs are displayed, 3 Songs are in the "Sample Music" Folder from Windows 7. But only 2 Songs work. The "Fine Music" songs are both the same, where they shouldn't. The Feature reads the ID Tags from the MP3's, so that it is displayed in the Rig's HUD, but the ID Tags are not being displayed in the Log Book. Those seem to be hardcoded.
If you want to have your own songs in there, figure out, which ones LP3 is playing (and if only 2 of 3 or all 3 work) and then replace them (maybe do backups from the original Sample Songs).
It might be that the game only accepts playlist files, meaning that you have to use external programs to format your music into a playlist that LP3 can use.
My playlist was in a .wpl format (Windows Media playlist), and it was located in Desktop>Libraries>Music>My Music>Playlists.
