Obviously they didn't WANT that to happen and they don't know, IF it will happen, but it might.
As said above, it wasn't meant to be free until after the release but somehow the timing got messed up.
so steam most likely set the timing wrong
games normally release 12-1 est time
they should have put this to go free the next day, to save from any problems

into your browser bar. This will add it to the cart allowing you to buy it instead of the free package. If you don't plan to play the DLC or listen to the soundtrack, just buy the base game using this method.
It's up in the air whether you'll get Rewind from the free version, so you can either do this to buy the base game, or buy the Special Edition to guarantee you'll get it. Plus it supports the devs.
If you've already claimed the free version, you may need to go into your account settings and remove the free package before you do this. It's under the Support tab.

Thank you. Going through that Support link worked and I was able to buy the special edition. (Though I had to change the url to suit my language haha)
What I said didn't work was removing the license from the Account Settings, and I wasn't able to manually find the option to remove a game from my account in Support, so that link saved me.
The javascript thing didn't work, no matter how many times I tried it from my browser.
Follow the instructions in earlier posts to remove it. I found out (a bit too late) that if the javascript doesn't work and you have the SteamDB add-on in your browser you can click Add to Cart straight from SteamDB and buy the base game for less than the special edition.
Claimed the game for free (was going to purchase to receive rewind,) can confirm that rewind isn't free. So at least a bunch of free copies weren't given away
