Absolution in Intro to GG Puzzle

Absolution doesn't enable until I have 11 piety even though the cost is only 2. Is there a reason for this? I don't see any other constraints to using Absolution. Does it unlock when it does because that's how the puzzle is designed or am I missing some other requirement to use Absolution?

Absolution removes only enemies, which are at the same or lower level than you and which are not undead. In the puzzle there is only one level 2 non-undead enemy. This means you have to level up to level 2 until you can use absolution, which coincidentally is at 11 piety.
