Short response: Nope, sorry.

Long response: The game isn't very playable on small screens, that's why it's restricted to 7" and up devices. We've had several people buy the game via Humble Bundles and play it on their phones as a result, only a few ever carried on doing so (according to our analytics)... In order to completely refactor the interface and controls to work with smaller screens, we'd have to spend a ton of time working on it. If Android were doing gangbusters for us, sure, we'd do it.

There's a version for Android tablets, it's the exact same game you're playing on Steam. Phones would be a very different game and that's expensive, especially for a market that overwhelmingly doesn't actually want to pay.
