So far, the only code that is there is to make it Random or to Qualify for grid spots in a few ways. Perhaps if they latched on to the qualifying files and then made changes according to average lap time for actual racing. Then a solution could be made to change the order. It would have to track each user race by race and then users would have to carry those times around with them in any multiplayer match they go to. Then if they improve, that would also have to be accounted for. I would say it's possible. But, I highly doubt that someone will or has worked on it. That's such a big change that most likely you would also have to have custom servers because it's against the TOS. All that means is that using a mod like that with someone else without the mod would result in an auto kick until the mod was removed. If it was a smaller change it would be a different story. Such as skins. In most cases you can get skins to work. But, let's say someone changes the audio or the power of the cars that would also result in an auto-kick and I would say a game ban but codemasters really hasn't cared up to this point. So I wouldn't worry about that.
Some things are interchangeable with the F1 games. For instance you can play Bahrain at night on 2013 just by copying the appropriate files from 2014. It's the same game engine and that is why it is possible. Dirt 3 for instance is a completely different engine. So that alone would most likely be why it wouldn't work. It's a good idea. Maybe suggest it to codemasters for 2017. They may or may not bite. But it's worth a shot if it's important to you.
