Hello ! Exactly, one of you needs to purchase the game and launch it on Steam, and the second player can download the free "Companion App" on the same store page as the main game (see below the store page's screenshots, you have a direct link).

If you both own the paid game (thank you ! ;) ), you then have an option to choose either if you want to play the main or companion game.
