Report a translation problem
It sounds like you're running into a few issues here.
The multiplayer problem might be linked to your saving issue. If it isn't, then the issue is probably with your Steam settings. To ensure this isn't the case, please follow the steps below:
1. Launch Steam
2. Click Steam in the top left of the client
3. Open the Settings menu
4. Navigate to the Downloads section
5. Expand the Download Region and choose UK – London (Or most appropriate server location)
6. Set the bandwidth limit to No Limit (Unless you are on a limited data plan)
Now, your save issue is probably the result of a permissions fault. If the system doesn't think that you are supposed to have the permission to change or create a new file (such as a save file), you'll get these kinds of issues.
To fix this, please follow the steps below:
1. Launch Steam
2. Navigate to the 'Library'
3. Right Click on the title of the game
4. Select 'Properties'
5. Navigate to the 'Local Files' tab
6. Click 'Browse Local Files...'
7. Select all content in the folder that appears and right click
8. Select 'Properties'
9. Ensure that 'Read-only' is not ticked
10. Click on the 'Advanced' button
11. Ensure that the second option 'Allow files in this folder to...etc' is ticked
