What's taking so long?

The game barely get any updates per year. If anything it gets like 1-3 updates which maybe adds like 2 new poses and couple outfits usually just for females only. So how is the steam release not come about for over a year now? What exactly are they waiting for. The game has already been "released" for like 6+ years. What exactly is keeping this game from releasing here already lol. Sorry for being blunt but are they waiting to implement another 2 shirts or something before they feel it is worthy of a steam release?
