It shouldn't be. Swords, daggers, axes and maces have dual wield option. Staffs are projectile weapons like throwing knives and bows and that's why are limited to weapon+shield or both hands on the weapon.

It is absolutely possible to dual wield 1-handed staves.

Good to be wrong then. Maybe OP is using a character that doesn't have Dual Weird Skill or can't use Staffs
No I never tried to use dual wield and staff skill. It should make both weapons ranged ??

Dual Weild is needed to wield two 1h weapons. Magic Staff skill shouldn't be necessary to turn staffs into range weapons because I can use them without the skill.
I don't know why Sacred 2 Wiki, that I use, says you need Magic Staff skill or it is old information.

I wouldn't be surprised if magic staffs can't use range attacks while dual wielding them.

Edit: aha, I should have read Wiki more. Now I know why I have projectile attack by default.

"Most game mods, including CM Patch, Enhanced Edition or Purist Fixpack make staves ranged by default to fix a vanilla bug/exploit when dual-wielding a staff, greatly reducing the appeal of picking this skill.

So in vanilla game, I can spam dual wield staffs ?

Maybe. I have CM-patch so I can't tell how it works in Vanilla. You have to try yourself but I just tested dual wielding two staffs with Seraphim and... it's terrible. Seraphim shoots projectiles 50% slower compared to holding just one 1h staff.

She performs two attacks with both staffs in hand but only one projectile is fired. I don't recommend it.

its not good to hitting with 2 magic staff. its good if you only cast combat art. i use dual staff for my pure caster inquis to get bonuses from it.

there is a set weapons using dual staff you know.

Yes you can and with combat art at 0.2 regen time they will fire like a machine gun ... i will get my spects and post them . I have been doing so for the last two years +- . at first it was not so good but i have learned which CB Arts to use how to keep them Low Regeneration Time.
Seraphim level 98 (gold)
Paragon Quarter Staff of Wood (is one handed magic staff, They do not need to be the same)
Soul Hammer
..... Aim
..... Battering
..... Coup de Grace
Buffs are Cleansing Brilliance and Battle Stance
Stamina is very high almost 100 over the others, it help keep the Regen Time down.

I also have a Dryad that duel wields with Magic staffs and nothing stands in her way.
You can ... it just takes learning what works and what doesn't
